When you hear “free solar,” it’s natural to think it sounds too good to be true. In many cases across the country, it is. But in Washington, DC, no-cost solar programs are real because of strong local incentives. Here’s how it works.
What Is a No-Cost Solar Program?
In DC, some solar companies offer a $0 Power Purchase Agreement (PPA). With this option, the company owns the system and handles the installation, equipment, and maintenance. You don’t pay for the panels. Instead, you agree to buy the power the system produces at a lower rate than Pepco, often cutting your bill by 50% or more. In many cases, the only charge left from Pepco is the small connection fee (around $20 a month), which you’re already paying.
Think of it like a trade: the company uses your roof to produce clean energy that earns them credits and incentives, and in return, you get cheaper, cleaner power for your home.
Who Pays for “Free Solar”?
The reason this works in DC is because of Solar Renewable Energy Credits (SRECs) and the federal solar tax credit. Every time your solar system produces 1,000 kilowatt-hours of electricity, you earn one SREC. Utilities like Pepco are required to buy SRECs to meet DC’s clean energy goals. Right now, each SREC in DC is worth about $400, and a typical home system generates around 10 of them per year. That’s thousands of dollars in value.
Combined with the 30% federal tax credit, these incentives make it financially possible for solar companies to cover the upfront costs while homeowners save money on their power bills.
So in short: the DC government, local utilities, and the companies offering PPAs are the ones paying for no-cost solar.
Why Does DC Support Free Solar?
Two words: climate change. The District has ambitious clean energy targets and sees solar as a cornerstone of reaching them. Solar reduces carbon emissions, improves air quality, protects public health, and creates good local jobs. By making solar affordable—or even no-cost—DC can accelerate adoption and meet its climate commitments.
How to Spot a Solar Scam
Unfortunately, not every “free solar” pitch is legitimate. Here are some red flags to watch out for:
- Claims that the federal government installs panels for free (not true—federal incentives exist, but no federal agency is installing your panels).
- Pressure to sign immediately or companies that discourage you from reading the fine print.
- Large upfront deposits before work begins.
- Contracts with escalator clauses that raise your electricity price year after year.
Legitimate no-cost solar programs in DC are based on clear contracts, local incentives, and vetted installers. Always review agreements carefully, ask questions, and take your time before signing.
